Interim Federal Health Program (IFHP) - Health Coverage for Refugees

Provides temporary health-care coverage in Canada to eligible refugees, asylum claimants, protected persons, resettled refugees, and certain other groups, with eligibility generally based on immigration status.
The Interim Federal Health Program (IFHP) provides limited and temporary health care coverage until individuals are eligible for provincial or territorial insurance or leave Canada. This coverage can vary depending on immigration status. In some cases, it also covers medical services for resettled refugees and certain other groups before they arrive.

Individuals might qualify for short-term health care coverage in Canada if they are:
  • A refugee (asylum) claimant
  • A protected person or resettled refugee
  • Part of certain other groups
This coverage comes from the Interim Federal Health Program (IFHP). In most cases:
  • Individuals don’t need to apply for the IFHP
  • Eligibility is based on an individuals immigration status
  • An individuals health care coverage is activated or cancelled automatically

To get health care covered by the Interim Federal Health Program (IFHP), individuals need to have 1 of these documents to prove they're eligible:
  • Acknowledgement of Claim and Notice to Return for Interview Letter (AoC)
  • Refugee Protection Claimant Document (RPCD) or Refugee Protection Identity Document (RPID)
  • Interim Federal Health Certificate (IFHC)
